When dealing with immigrants law enforcement officers will experience difficulties with communicating with them. Multicultural is related to several cultures in society, and in many cultures in some societies educational theory encourages interest instead of mainstream culture. It is very important that law enforcement understand cultural diversity. It is questionable if Sir Robert Peel, developer of the nine principles which is said to organize police departments whether or not would work in present day police activities. The culture concerns in society on the criminal justice system would explain in the community policing based on Peelââ¬â¢s concept of prevention. Many law enforcement agencies have embraced the community policing concept across the country. Its goal in preventing crime and promote better partnerships between police and community. According to Friedmann (1992), problem analysis and problem solving, facilitation, community organization, communication, mediation, and conflict resolution, resource identification and use, networking and linkages, and crow-cultural competency receives special attention and forces agencies to invest in training. In 1855, Robert Peel introduced a Bill, entitled Bill for Improving the Police in and near the Metropolis, later became law and the basis for modern policing. In the early years, many police archives were destroyed and it is not certain if Peel did compose the nine principles are still in use today. The nine principles are described for police to exist is its base mission; dependent on public approval for their actions is determined by their ability to perform their duties; to secure and maintain the respect of the public must secure the co-operation of the public in voluntary observance of the law; the necessity of the use of physical force diminishes proportionately based on the degree of co-operation of the public; do not cater to public opinion when seeking and preserving of public favor by constantly demonstrating absolute impartial service to the law; secure observance of the law or restore order only use physical force to the extent necessary when the exercise of persuasion, advice and warning is insufficient; reality to the historic tradition of the police are the public and the public are the police a relationship should be maintained; incumbentà for every citizen in the interest of community welfare and existence should give it their full attention to duty; never abu se the powers of the judiciary when directing actions towards their functions; the absence of crime and disorder tests police efficiency, no visible evidence of police action in dealing with it. (Larrabee, 2013). The question at hand is would Robert Peelââ¬â¢s famous nine principles to organize a police department work in todayââ¬â¢s society. The belief is yes because without having community policing in place citizens in any particular neighborhood would not have trust or respect in the police department. In return not having community policing set in place would end up in more frequent criminal activity along with less crime solving due to the citizens in the community not wanting to help the police. These types of practices are common in more upscale neighborhoods and where the economics are flowing. The other side of the spectrum where poverty and drugs are relevant these practices are very rarely accomplished. In all societies culture is an ever-present element. Over time this term has evolved and continues to be used to describe various aspects of people such as farming, the arts, high society as well as traditions and ideological beliefs amongst different nationalities and social groups. Whether in courtrooms or the mass media culture is always present. Attributed to some people and not others can be defined in various ways, hidden or highlighted. According to the Websterââ¬â¢s New College Dictionary (2008) culture is defined as 1.) Culture directly affects the justice system and its administration practices because in some areas in the United States for example you might have a large population of Blacks, Whites, Arabs, Latino or Hispanics, in a particular neighborhood and it is common knowledge that people are more comfortable with dealing with people of the same race and ethnicity. When you have suchlike areas more pressure is on the justice administration to make sure in those areas they are represented by that same race or ethnicity. A police department that is not represented by the majority, it becomes a major problem in that community due to the lack of knowledge the police have about a certain culture or cultures. Every person is raised in social and cultural environments that have a considerable impact on his or her individual identity, beliefs, values, and behavior. Because individuals are entwined in culture during their life, it is important to expand awareness and understanding of how cultural issues impact systems and operations of justice and security. Police officers and police administrationââ¬â¢s lack of cultural competence is an important aspect of conflict between the police and some racial and ethnic groups. The ability to understand and respond appropriately to the multitude of languages, traditions, lifestyles, and patterns of communication of different racial or ethnic groups is called cultural competence. According to the Washington, DC Bureau of the Census (2010), this is a special problem in communities that have experienced significant immigration. Immigration trends are changing the face of the United States. The Asian population has increased by 43 percent between 2000 and 2010, more than any other major race group. With the second-largest numeric change (4. 4 milà ¬lion), growing from 10. 2 million in 2000 to 14. 7 million in 2010. The Asian community gained the most in share of the total popuà ¬lation, moving up from about 4 percent in 2000 to about 5 percent in 2010. The new variety of languages and cultures in American cities presents new issues for police departments. Demographics involve a variety of characteristics of specific populations. Characteristics without doubt change over time, are intricately linked to culture, and are reflected in predominant cultural beliefs and values. Demographics, as a reality of dealing with specified populations, have a direct link to cultural issues. Some of the contemporary methods used in societies with mixed cultures by justice administration are training programs on different cultures, views and traditions, hiring of particular race or ethnicity, conducting enhanced methods of community policing to break the communication barriers between citizens and police, enrolled police into language classes, and remind department everyday about how important it is to serve and protect, maintain community trust and respect. America is known as the ââ¬Å"land of opportunityâ⬠and approximately 40 million immigrants will travel to and live in the United States. Little is known about how police agencies nationwide work with immigrant communities. In concert with the Department of Justiceââ¬â¢s Office of Community Oriented Policing Services and the Veraââ¬â¢s Center on Immigration and Justice identified and disseminated information about law enforcement practices to cultivate trust and collaboration with immigrant societies and merit replication. (Saint-Fort, Shah, Yasso, 2012). The language barriers presented when the criminal justice system encounters immigrant communities limit the ability to understand, speak, read, or even write in a particular language is a significant issue. Before public safety agencies can partner and work with these communities they must first be able to communicate with them. Facilitating focus groups and the development of relevant research and publications are projects conducted by the COPS Office. The Police Foundation, Vera Institute of Justice and International Association of Chiefs of Police are nonprofit agencies having resources available. (Policing New Immigrant Communities, 2013). These are just some contemporary methods but to ultimately receive the best results, justice administration must be proactive to be able to learn the new trends, ideas, and future threats, and also should have monthly meetings and conferences with community leaders and other police departments to become aware of arising problems due to having these different ethnic groups and societies all living together with each other. It is believed that community policing will have a police department that will be running smooth and proficient. Although crime will never end and continue to hinder our communities in negative aspects, the behavior conducted by these police departments will in fact help our community become a better place to live. Cultural deviance is crime learned in socially disorganized neighborhoods where criminal norms are transmitted from one generation to the next, so if we study these criminal norms as law enforcement officials and be open to learning different culture trends and views about why the crime is happening we can become better law enforcement officials.

Millers Tale Essays Millers Tale Paper Millers Tale Paper We learn from the Millers portrait that his mouth as great as a greet forneys and he tells synne and noriotries. We know from this that the Miller will be telling a crude story and using crude language, not a romance. We also know that the Miller is lower class and has more brawn than brains. This shows he will be telling an obscene story of how he perceives reality, which is likely to be about lust and adultery, as in all fabliaus. In the beginning of the prologue the Miller has already insulted the host by disrupting the social harmony. He has also offended the Reeve, whose job is a carpenter. Traditionally there was a rivalry between Millers and carpenters. This makes the tale more suited to the Miller as he sets out to offend the Reeve. The Millers offensive character shows through in this offensive tale. We see from the prologue that the Miller has a thumb of gold meaning that he steels some of the flour that he grindes for the local people. This shows how dishonest and devious the Miller is. This makes him well suited to tell the tale as it is all about dishonesty and lack of trust and loyalty. The tale is about adultery and the miller believes that all women are adulterous and tells the Reeve that He who hath no wife, he is no cokewold. In the tale we were told that John was jealous and heeld hire narwe in cage. This shows that John has similar views to those of the Miller because he cannot trust his wife. The Miller is uneducated and sets out to offend Nicolas who is clever and educated. This is why in the end Nicolas is punished by being scalded in the towte. Absolon is also attracted because he is effeminate. This miller dislikes effeminate men because he himself is very masculine. Absolon is also punished because he falls for Alisons trick and he hath kist hir nether ye. Although all these points show that the Miller is suited to this tale, there are some critics that believe that this tale was too intellectual for the miller. The miller includes a cameo role for himself as the knave Robin. But some critics argue that he was not intelligent enough to think of this. He also wouldnt have been able to think of using the word hende ironically when talking about Nicolas. Even though this tale is a fabliau, there are some conventions of a romance, such as the long portraits of Alison and Absolon. We also see these conventions when Abslon is trying to win over Alison and he calls her Darling and my sweetest bird. Yet the Miller would not be clever enough to know how to import these conventions into the fabliau. In the Millers prologue we are told that Oure hooste saugh that he was dronke of ale. Because the Miller was in such a drunken state critics argue that he wouldnt have been able to remember every little detail of the tale and that he would have not been in any state to tell it in rhyming couplets. Over all I think that this fabliau is well suited to its teller because both the story, and the Millers thoughts on life are obscene and rude. The tale is told by the Miller who things that all women are dishonest and easy, which is how women and relationships and portrayed in the tale. His characters are average middle class workers rather than elite nobility. Instead of being idealized Chaucers characters are gritty. Instead of being involved in courtly love there is some evidence that the relationship between Alison and Nicholas is one of lust. Chaucers use of the lower class makes the absurdity of what they are doing stand out. In the lais of Marie de France, Guigemare and Yonec, are built on the same archetype which is the same as Chaucers Millers tale uses. Maries lais can give provide a set of ground rules for this archetype. The two lais share several similar elements. They both contain the same three central characters, who possesses fundamental similarities, the same beginning plot line and several of the same themes. Thefirst character shared by the two lais is the storys villain, the aged husband. He is a powerful lord who is much older than his wife. Because he is conscious of this fact, he worries constantly that his wife will betray him, so he locks her up. He is both the least and most important figure in the story. Hes important because without his presence and actions the story could never take place. But he has very little actual interaction with the other two more central characters. The husband in Yonec is never described as meeting either his wife or her lover. In Guigemare the husband, wife and Guigemare are only together when the two lovers are discovered. The Turning Point in Romeo and Juliet by Shakespeare :: Shakespeare, Romeo and Juliet
In this essay, I will be explaining how act 3 Scene 1 is a turning point. ?Romeo and Juliet? is a tragic love story based on two passionate lovers, Romeo and Juliet. However, their families dislike each other, forcing the young couple to only painful end. William Shakespeare made this story full of betrayal, love, jealousy, anger and death. In act 3 Scene 1, it shows the turning point of the whole account as one of Romeo?s best friend, Mercutio, is stabbed by Tybalt and died. Therefore, guilty Romeo decided to seek revenge and killed Tybalt. The author then introduces the prince of Verona who once said that if anyone ever disturbs the peace again, they will be executed. This shows that Romeo must suffer the consequences by being banished from Verona. In this essay, I will be discussing about seven turning points of the play. This story is mainly a comedy because there are the three playful friends who are Benvolio, Romeo, and Mercutio joking around and teasing the nurse mercilessly in Act 2 Scene 4. This phrase proves that the following statement is true: tis no less, I tell ye, for the bawdy hand of the dial is now upon the prick of the moon?. After that, the nurse scolded the three young men for teasing her and called them a spoil brat, which makes the plot a little more humorous. After the turning point, the play becomes a tragedy. This is because Tybalt wants to kill Romeo but ends up with Romeo killing Tybalt looking for revenge and justice for Mercutio. Now that he committed a serious crime, he is a wanted person. He is a murderer and criminal in Verona, he is banished and he is not allowed to go back to Verona or else he will be executed. The main theme of this plot is love, like the relationship between Mercutio and Benvolio. They are both looking after each other, to prevent from something bad from happening. In the beginning of Act three scene 1, Benvolio wants Mercutio to withdraw because the Capulets are about and looking for trouble. This shows that Benvolio doesn?t want Mercutio to get in trouble since he is a troublemaker. After that, the main theme changes into death as two of the main characters died. As Romeo went to the Capulet?s party, which is an insult to Tybalt, there would be more hatred and misunderstanding between both of the family.

Christmas Night at School
The issue presented for discussion is whether the state of Massachusetts can validly allow a ââ¬Å"Christmas Nightâ⬠event. For this event, the school is planning a theatrical production of the ââ¬Å"Three Wise Men,â⬠a presentation of several ââ¬ËChristmas songsââ¬â¢ and a grab-bag gift session, for which all students were asked to bring a gift costing between five and ten dollars. Steve and his parents do not celebrate Christmas, and have therefore asked the school to change the theme of the night to not be a ââ¬Å"Christmasâ⬠night. The school has stated that the Christmas Night will go on as planned, but that Steve and his parents are invited to not attend if that makes them feel more comfortable. Weisman Ruling and State Law/Regulations Based on the present state of both federal and Massachusetts state law, the school will not be able to hold Christmas Night as planned. There are several reasons for this, most notably a relatively consistent line of United States Supreme Court cases which have held that any attempts by a state actor to sanction or sponsor an event which endorses or promotes a specific religion will be struck down as unconstitutional under the ââ¬ËEstablishment Clauseââ¬â¢ of the First Amendment to the Constitution. Weisman Ruling The most recent and pre-eminent case on point is Lee v. Weisman (505 U. S. 77 (1992)), which held that a Providence, Rhode Island middle school violated the Establishment Clause when it invited a rabbi to its commencement activities to give an invocation prayer to the student body and their parents. Upon objection by the parents of student Weisman to the invocation, the school districted defended its position as compliant with the Establishment Clause by virtue of the fact that participation in the invocation was completely voluntary and that there was no penalty for not participating. These facts are in many ways completely analogous to the matter of Steveââ¬â¢s ââ¬Å"Christmas Nightâ⬠at his school. Two keys areas of rationale by the Weisman court explain why the position of Steveââ¬â¢s school likelky will not pass muster. First, according to the Court, the option of not attending an event without penalty is not considered a viable and voluntary option. The Court places an intangible value on participating in certain events in a childââ¬â¢s educational life that not attending deprives one of. One of these certainly is the commencement exercise and, arguably, the school holiday festivities are another. While the Weisman court ruling is limited to the graduation exercise, it is reasonable that a student who is the only (or one of the only) student to not attend is being deprived the benefit of a valued experience that is being sponsored by the school. Secondly, the Weisman Court held that under, the ââ¬Ëcoercion test,ââ¬â¢ which is the present standard for evaluating cases under the Establishment Clause, an event is unconstitutional even if it creates an indirect coercion. This means that a school can not authorize the practice of any particular religion. The Court rationed that ââ¬Å"it is no part of the business of government to compose official prayers for any group of the American people to recite as a part of a religious program carried on by governmentâ⬠(505 U. S. 577, 588). Steveââ¬â¢s school is attempting to do exactly what the Weisman Court said it cannot do- create a school program which is composed of the prayers and messages of a specific religion. Massachusetts Law/Regulations This position is even further supported by the existing law in Massachusetts on the subject. The starting point for this analysis is the General Laws of Massachusetts, Chapter 71, Section 31A, which provides that the ââ¬Å"school committee may set appropriate guidelines for the celebration of Christmas and other festivals observed as holidays for the purpose of furthering the educational, cultural and social experiences and development of children. â⬠This statute does two things at the state level. First, it acknowledges the need and propriety for regulating the observance of Christmas (and other holidays). Second, it recognizes that school observance of religious holidays is of educational, cultural and social value to students. Massachusetts passed Regulation 603 in its Regulatory Code which contains a section (#26) on Access to Equal Educational Opportunity. The purpose of this section is to insure that Massachusetts public schools ââ¬Å"do not discriminate against students on the basis of race, color, sex, religion, national origin or sexual orientation and that all students have equal rights of access and equal enjoyment of the opportunities, advantages, privileges and courses of study at such schoolsâ⬠(603 CMR 26. 01). Further, these regulations impose requirements on the schools to insure that all students are treated equally: No school shall sponsor or participate in the organization of outside extra-curricular activities conducted at such school that restrict student participation on the basis of race, color, sex, religion, national origin or sexual orientation (603 CMR 26. 07). Steveââ¬â¢s school is attempting to sponsor an event that will run directly counter to the mandate of the Regulation, especially 603 CMR 26. 07. The school will argue that Christmas Night is open to all to participate and that any restriction based on religion is on the part of the studentââ¬â¢s family and not by the school. The Weisman Court ruled that to give the student the option of participating in a faith-based event which runs counter to his or her beliefs or to be excluded by virtue of a voluntary (and permitted) absence, and in so doing be deprived of the extra-curricular activity sponsored by the school, creates the indirect coercion and therefore violates the Establishment Clause. Writerââ¬â¢s Thoughts on the Issue This issue presents two sub-issues for discussion. The first is whether the laws and court cases are proper on their face and the second is whether justice is being served in this instance. Regarding the first the issue, it appears that the laws are generally consistent with our nationââ¬â¢s values and beliefs on the matter of separation of church and state. Our founding fathers fled their respective home countries often times in the face of severe religious oppression. Even on our soil, the Salem witch trials demonstrate the dangers of religious intolerance and regulation. One of the core values that Americans have always stood for is the individual right to practice faith and to be free from institutionalized religion. Thus, the default position of the law, which states that any adoption of a religionââ¬â¢s practices or dogma is a violation of our constitutional guarantee against the establishment of a religious or its practices, is well founded and consistent with our national values. With respect to the matter of ââ¬Ëcensoringââ¬â¢ Christmas however, the issue can get a little more muddled. Certainly, Christmas is a denominational holiday and certainly many of Christmasââ¬â¢ traditions and observances are very religious in their nature. However, Christmas above all other denominational holidays, has become quite Americanized since the middle of the 20th century. Many of the customs and traditions have no bearing at all on faith or theology or dogma. Many Americans when they say ââ¬Ëmerry Christmasââ¬â¢ are actually saying ââ¬Ëhappy holidays. ââ¬â¢ Most Americans when they hear ââ¬Ëmerry Christmasââ¬â¢ are actually hearing ââ¬Ëhappy holidays. ââ¬â¢ When left generic and without any of the religious or theological references, Christmas is one of the few events which actually has a unifying and pacifying effect on the nation. It would be a shame to lose out on this galvanizing and festive force. Analysis of Additional U. S. Supreme Court Cases Abington v. Schempp The landmark case regarding the establishment of religion in U. S. public schools is Abington Township School District v. Schempp (374 US 203 (1963)), which ruled that school sponsored Bible reading in public schools is unconstitutional. This Court ruled that the government, in matters of religion, must protect all, prefer none and disparage none. Neutrality was the only acceptable position for a state or federal government to pursue with respect to any expression of religion. In his concurring opinion, Justice William Brennan acknowledged that school prayer and Bible study was a significant feature of American life when the Constitution and Bill of Rights were ratified. However, Brennan noted that it was not in the nationââ¬â¢s best interest to seek to interpret the relevance of the Establishment Clause to modern society by applying the literal intent of the interpretation given to the Clause in the previous centuries. Wallace v. Jaffree In 1985 the United States Supreme Court, in Wallace v. Jaffree (472 U. S. 8 (1985)), found that Alabamaââ¬â¢s practice of setting aside one minute during each day for silent prayer or meditation to be unconstitutional. The Court struck down the statute requiring the silent prayer because its purpose was to advance to religion and there was no significant secular purpose for the law. Further, the Court found that the statute placed prayer in favored status over non-prayer, which violates the Establishment Clauseââ¬â¢s prohibition against endorsing belief over non-belief and worshippers over dissenters. Santa Fe Independent School District v. Doe In a more recent case, Santa Fe Independent School District v. Doe (530 U. S. 290 (2000)), the Court ruled that allowing student-led prayer during the schools sponsored football games is unconstitutional. While the school argued that the prayer was private and not public speech, the Court rationed that because of the fact that the prayer is led during the schools sponsored game, using school owned P. A. equipment and on School owned property, the listener will inevitably conclude that School has endorsed the prayer. Suggestions for a Modified Christmas Night. In order to be able to present a Christmas night, the school must effectively sanitize the event. First, the name should be changed to reflect a holiday season event, without reference to one or more particular religious holidays. Second the program should be expanded to include other cultural holidays. Third, the programs should endeavor to be educational in nature and not merely a celebration of one religionââ¬â¢s customs. Finally, the program should not include any aspects of a programââ¬â¢s dogma or theology (such as the Three Wise Men or the nativity scene). However, a Christmas tree (properly adorned) would be fine. Even these modifications might not be enough to prevent successful challenges by offended students and their parents. Conclusion The Supreme Court of the United States has, for the past 60-70 years, taken the position that any actions by Federal, state or local government which appears to or actually does promote one religion above another, or subjugates one below another, is invalid and unconstitutional. While the notion of a school Christmas Night does not seem to be nefarious by any means, it will impede on the rights citizens to not be indirectly coerced into participating in a religious event that is not part of their faith or beliefs.
